Style and reverse design just like the FELICITAS PVBLICA type from Issue 2, except for the odd reverse legend, which does not belong to Gallus.  The coin is a fouree.  There are a significant number of Gallus coins made from poor metal that mix dies that do not go together.  The dies for these coins do not look barbaric, so I believe that there was a significant coin issue that was of poor material, and lacked concern over which die combinations were used.  For other examples of these mules that are either fouree or poor metal, see coins pictures above with RIC numbers 51, 55.  There are more on the Volusian page.  This coin is distinctly different that the two series of barbaric/unofficial mint coins below.

This coin, and the next three, all have the same obverse die and all imitate branch mint antoninianii ( "IMP CC VIB ....) so it appears that they were minted in the Balkans where the branch mint coins circulated.  There are barbarous Decius antoninianii with reverse die matches.
