"Perfect Disorder"

MY LAST article concerned the bounty hunters/slavecatchers who
invaded my home on Decem-ber 2, 1996. Today's report is about the runaround
I got trying to file a complaint with the Kansas City Police Department.
On January 31, I went to the KCPD to file a complaint and encountered a
very defensive officer. We went round and round about whether she was going
to take my complaint or not. Finally, she took an assault complaint and
instructed me NOT to talk about the trespassing nor property damage. I would
have to go to the prosecutor's office to file those two complaints. She
wrote bits of my statement on pieces of yellow sticky pad. I never read
the complete report. Before I left the metro station, I was given a report
number.
On February 3, as directed, Brotha Sauti and I went to the County Prosecutor's
office to file the complaints. A staff person assisted us and explained
the process: (a) it is the KCPD's responsibility to take a complaint and
do an investigation; and (b) once the KCPD has completed their investigation,
the case is sent to the prosecutor's office to review and decide whether
there is enough evidence to prosecute. The staff person believed the city
Prosecutor's Office was taking these complaints, so he instructed us to
ask for a specific man.
When we went to the city prosecutor's office, we talked to that man, who
explained that it is NOT the Prosecutor's Office that takes the complaints,
but the KCPD. He wrote a note and sent us to the legal adviser for the police
department first, explaining that the police department will not take my
complaint in error.
Accordingly, our next stop was the legal adviser's office, where I gave
the secretary the note. The adviser came out with an attitude like "Niggas,
why ya'll in my office?" After I told him who the note was from, he
stopped and read it. I explained that the Prosecutor's Office would not
take a complete complaint. He agreed that SHE SHOULD HAVE DONE SO, and I
should have been allowed to speak on the entire incident. He took my name,
address, phone and report number and stated he would get back to me in a
couple of days.
When I received a letter from the legal adviser and a copy of the report
from the Prosecutor's Office, I did not recognize the report, so I sent
the adviser a letter enclosing a copy of the complaint I filed with the
Missouri Department of Insurance which governs the bonds company (but NO
ONE regulates the actual bounty hunter/slavecatcher). I told him to remove
the Prosecutor Office's version and replace it with the one enclosed. I
also informed him that I was filing a complaint for the police officer filing
a false police report and putting my name on it. On February 10, 1997, I
took my complaint to the office of Citizens Complaints.
A woman from the office of Citizens Complaint called the next day to inform
me that she was not accepting my complaint because the police officer was
just doing her job-she was following a statute which states the KCPD CANNOT
take complaints against bounty hunters/slavecatchers. When I asked her to
quote the statute and send me a copy, she repeated that she was not accepting
my complaint, and she would be sending me a letter saying so. I told her
to do whatever turned her on, and I thought she needed to speak with the
legal adviser.
To this day, I have not received the promised letter from the Office of
Citizens Complaint. Now I'm pissed with that woman as well, so I called
to find out who she answers to (it is the Board of the Police Commission),
then wrote them as well as the Chief of Police, informing them about their
police department. The legal adviser wrote me stating he received my letter
and would submit the information with my complaint before it goes to the
Prosecutor's Office.
To sum up, when I first tried to file a complaint, the KCPD said that they
do not take complaints against bounty hunters-the Prosecutor's Office does.
This was bogus information. It is indeed the police department that should
take complaints.
Since the shooting of a Sudanese brotha, Missouri State legislators are
stumbling over themselves to construct a bill to govern these jack-booted
thugs, and a city ordinance has been passed in Kansas City against "aggravated
trespassing." Before bills become laws, there are jive public hearings
for the public to voice their support or opposition. We victims of these
bounty hunters traveled to Jefferson City, Missouri, on February 2, to testify
at the committee hearing.
The point of this report is to inspire sistas and brothas to fight back.
What's intimidating is not knowing what you are up against. First, learn
the rules of the game; then don't play by them! Let me be clear about this
as well. It's not that I expect justice. This rotten system is incapable
of rendering justice. It's about causing "perfect disorder."
