The club was mostly in obscurity until ithe 1990s, when they made the breakthrough into the upper divisions. However, the higher levels proved to be difficult. 1998-99 brought disaster to Ostfriesland. The Kickers sucked from the start, and when they finally started to play decent soccer, it was too late. Relegation! They then marched through the Oberliga the next season, only to fall short in promotion playoffs.
Kickers had a good start to the initial 3.Liga season, but then fell off down the stretch, finishing a respectable 6th, but ultimately disappointing, as the 2.Liga seemed within grasp for much of the season.
