Need to AC couple the input of U500.  The transmission speed transducer outputs a 0 to +12v pulse.  The input of the LM1815 needs to go below ground to trigger.  Because of the internal clamping diodes on the LM1815 input the average signal on pin 3 will now be pulled below ground.
