Herod, who ruled from 37 BC to 4 BC, was aware of the strategic advantages of Masada.  He chose Masada as a refuge against his enemies and as a winter palace.  During his reign, luxurious palaces were built as well as enormous storerooms, cisterns, and a casemate wall.
